A mobile Telescope that once at a location most of the ship sinks below. Then the main part of the ship along with a very large telescope raises and become a stable stand in the middle of the ocean.
The ship could easily reposition its self or even moving each day to gather better locations for sky gazing. Plus moving out of the way of storms or cloud fronts would be a plus.
