This is my solution for elevators and more for my City in a Building idea. My thought on the whole idea is a layered ring of protection for all services. With their own power, life support and everything else they would need if the surrounding building was undergoing major damage. And the elevators still ran.
Built like an onion the outer most ring would be a think concrete walls with access ports to each floor. These access ports would have airtight doors that would slide into place in case of an emergency.
Once passed the outer ring a large open area with 8 wide staircases to access below and above floors.
4 access areas allow access to the next layer with 2 layers of emergency doors for each access point. This layer starts with the 8 elevators for the people. Along with 6 service shafts. The area surrounding the elevators is thick concrete and separates each elevator and all the utilities needed for these areas.
Continuing towards the center is a large circular 4m wide handicapable ramp surrounding another layer that includes 3 separate staircases surrounding a single shaft elevator.
Another feature is these are built separately from the rest of the building. My idea is that if part of the building is undergoing damage and falls it will just slide down and leave the elevators the main shaft intact. But at the same time, these hardened shafts will limit the amount of damage to the buildings while halting damages from spreading.
I also hope a building of this size the inhabitants would use the stairs and ramps most of the time.
